Answer: A system where a government is of the people, for the people and by the people is called democracy.

Question 7: What is election?

Answer: The process of choosing the leader is known as election.

Question 8: Why do we need government?
Or
Why is it important for a country to have government?

Answer: We need government to:

  • To look after the welfare of the people and take care of the needs of the citizens such as healthcare facilities, electricity supply etc.
  • To build the infrastructure of the country.
  • To maintain law and order.
  • Ensure the safety and security of citizens for example – in case of natural calamities such as flood, earthquake and drought, government provides aid and assistance for the affected people.
  • Maintain friendly relations with other countries.

Question 9: Which are main problems of our country?

Answer: The main problems of our country are poverty, unemployment, poor infrastructure and lack of educational facilities. 

Question 10: Who elects the government?

Answer: Our country is a democratic country. Citizens who are 18 and above have right to vote and choose the leaders who together manage its affairs.

Answer: There are 3 levels of government:

  • Central Government
  • State Government
  • Local Self Government

Question 12: Who is governor?

Answer: The Governor is the highest authority of the state who is appointed by the President of India.

Question 13: Who is considered more powerful, the Prime Minister or the President?

Answer: The President is the head of the country but the Prime Minister is more powerful and is considered the leader of the country. The Prime Minister heads the country with his council of ministers, which looks after various ministries.

Question 14: Our government is divided into three levels. Give reasons.

Answer: The Central Government looks after the entire country but it is not possible to govern a country from one centre point hence the country is divided into states and there are heads who administer the states.

Question 15: The Prime Minister selects his council of ministers to look after various ministers. Give reasons.

Answer: The Prime Minister selects his council of ministers to look after various ministers like defence, agriculture and foreign affairs.

Question 16: Name two Houses of the Indian Parliament.

Answer: The two Houses of the Indian Parliament are:

  • Council of States or Rajya Sabha or Upper House
  • House of the People or Lok Sabha or Lower House

Question 17: Explain local self-government at village level and write its function? 

Answer: Local Self-Government at the village level is divided into:

  • Village Panchayat at the village level, 
  • The Panchayat Samiti at the block level 
  • The Zilla Parishad at the district level.  
  • Panchayat Samiti makes plans for their respective villages. 
  • Zilla Parishad makes development plans at the district level.

Question 18: Explain local self-government at towns and cities.

Answer: At this level there are Municipal Corporation and the Municipalities for towns and cities which work for the development   of towns or cities.

Answer: The government at the block level is the Panchayat Samiti. The Panchayat Samiti has many Gram Panchayats under it

Answer: The Central Government consists of the President, the Vice President and the Council of Ministers headed by the Prime Minister.
