Question 1: Define:
(a) Government
Answer: Government can be defined as the group of people with the authority to govern a country or state.
(b) Universal Adult Franchise
Answer: Universal Adult Franchise means the right to vote of almost all the adults to vote in political elections.
(c) Anarchy
Answer: It is the type of government where there is no government at all. There is no law and order system.
Question 2: Write any four functions of the government.
Answer: The functions of the government are:
i. It strives to meet the necessities of the people of the country.
ii. The government ensures safety and security of the people by taking important decisions on their behalf.
iii. It allocates essential services such as railway, postal and banking to the people.
iv. It provides aid to the people when there is any natural disaster such as an earthquake or a landslide.
Question 3: What are the features of a communist government?
Answer: It is a system of government in which the state plans and controls the economy and holds the power, claiming to make progress towards a higher social order in which all goods are equally shared by the people.

Question 4: Why is the introduction of Universal Adult Franchise a landmark?
Answer: The introduction of Universal Adult Franchise is a landmark as it is democratic in nature. It provides political equality to all the citizens irrespective of their caste, creed, gender, religion or class. Thus, it sends the message of equality across the country. This, in turn, encourages national unity. People become more aware of their political surroundings such as their rights and duties. Thus, people acquire a sense of responsibility towards the country.

Question 5: Write a note on suffrage movement.
Answer: In the 19th century, women had no say in the state of affairs. They could neither vote nor stand as candidates for elections. It was implied that only the men should have a say in the political affairs. The only duty of the woman was to look after the house. During the Industrial Revolution, many women started working in factories or farms and got a chance to meet other women and talk about political and social issues. By the end of the 19th century, the right to vote became synonymous with women’s struggle for equality. To get voting rights for women, a movement was started. The Suffragette was the name given by the newspaper, The Daily Mail, to the women involved with the movement. The movement got significant support. Women won the right to vote in New Zealand (1893), Australia (1902), Finland (1906) and Norway (1913). The movement slowed during the First World War but after the end of the World War, women in many countries gained equal voting rights.

Answer: The functioning of the government is divided into three stages for its better working. It helps the government to make quick decisions and the problem does not stop at one particular level.

Answer: Three stages of government are:
i. Central government
Function: It looks after the entire country.
ii. State government
Function: It looks after the state.
iii. Local government
Function: It is the government in city, town and village.
