Answer: Mrs Phelps seems like a kindly old lady who was only too happy to help others read more if they wanted to. I think Matilda liked her too. This is because of the kind of conversations they had with each other. Matilda asked Mrs Phelps for book recommendations, and confided in her about how her parents did not encourage her to read. Mrs Phelps seems to have been a patient listener who did not judge, but only encouraged Matilda to share her thoughts with her.
