Answer: I think this man is so muddle-headed because he is always thinking of something else and not paying attention.

Answer: Each pair of lines rhyme with each other for most of the poem. For some lines, (for example, He walked up to a tram one day/And climbed in very sprightly./Conductor thought that he would pay,/Instead, he said politely:) the alternate lines rhyme.
